Dr. Mona Zulficar is one of Egypt’s most distinguished legal, financial, and public policy leaders, with more than four decades of experience shaping the country’s financial sector, regulatory frameworks, and economic legislation.

She has played a central role in supporting Egypt’s financial regulatory architecture, including through her close engagement with the Financial Regulatory Authority (FRA) and her service as an Expert Member of the Board of Directors of the Central Bank of Egypt (2003–2011), where she was directly involved in institutional and regulatory reform of the banking sector. She served for ten years as Chairperson of the Egyptian Medium, Small and Micro-Enterprise Finance Federation, providing strategic leadership to advance responsible finance, sector coordination, and inclusion across non-bank financial services.

Dr. Zulficar is a Founding Partner, Chair of the Executive Committee, and Head of the Banking & Finance Group at Zulficar & Partners Law Firm, where she oversees firm performance and business development. A practicing attorney for over 40 years, she is widely regarded as the leading Egyptian lawyer in banking, finance, project finance, and M&A, and has advised on many of Egypt’s most groundbreaking and precedent-setting transactions across power, telecommunications, capital markets, infrastructure, and financial services.

In parallel with her professional career, Dr. Zulficar has made lasting contributions to public policy and governance. She served as Vice President of the Constitutional Committee of 50, playing a key role in drafting Egypt’s 2014 Constitution, and has contributed to the drafting of major economic legislation, including the Investment Law, Banking Law, Capital Markets Law, and Economic Courts Law. Her leadership extends internationally through roles with the UN Human Rights Council Advisory Committee and the World Bank’s External Gender Consultative Group.

Dr. Zulficar has long championed financial inclusion, women’s economic empowerment, and consumer protection. She founded and chairs the Al Tadamun Microfinance Foundation, focused on empowering low-income women, and chairs several social development organizations, including the EFG Hermes Foundation for Social Development and the Women’s Health Improvement Association.

She currently serves as Non-Executive Chairperson of EFG Hermes Holding, one of the leading investment banks in the Middle East and emerging markets. Her contributions have been recognized through numerous national and international honors, including France’s Légion d’Honneur, the IFLR Lifetime Achievement Award, and multiple recognitions as one of the most influential women in the Middle East.
